More life / more goods: over the 20th century,
U.S. life expectancy at birth increased from about 50 years in 1900 to
about 77 years by 2000. Over this same period, the consumption of
goods other than health care in the United States increased from
about $4,000 per person in 1900 to about $20,000 per person in 2000.
In 1960, the share of U.S. GDP spent on health care costs was only 5%, but
by 2002, it had climbed to more than 14%. The U.S. spends about 15%
of its GDP on health care costs today. And needless to say, so much
of such costs are due to waste and fraud in the health care system. •
A tax-free way to stay healthy and wealthy: Set
up a Health Savings Account. Congress wants to give you the
opportunity to take charge of your own health costs. The HSA works
like a trust. Your contributions into the trust are tax deductible
and your later withdrawals of the unused sums invested will be
tax-free. It's somewhat like you combine the best features of a
traditional and a Roth IRA accounts. It's a good thing, I
believe. Go for it.

• A prison inmate filed
700 bogus income-tax-returns, claiming $3.5 million in phony
refunds. With the cash, "I bought new shoes, a color TV, a jam
box and lots of drugs." Prison inmates received some $15
million in false tax refunds in 2004.
