INCOME-TAX BRACKETS
/ a macro analysis:
IRS statistics regarding the individual income tax
filings show that 1% of taxpayers pay one-third (or
exactly 33.2%) of all federal individual income
taxes. Each taxpayer in this 1%-group reports
gross income of more than $250,700. 5% of
taxpayers pay more than one-half (or exactly 52%)
of all federal individual income taxes. Each
taxpayer in the 5%-group reports gross income of
more than $108,000. The top one-half of
taxpayers (by income), pay 96% of all federal
individual income taxes. The average federal
income-tax rate on the aggregate taxable income
of all taxpayers is 15.3%, which is the highest
since the mid-1980s.

THE CRIMINAL INVESTIGATION DIVISION of the
IRS has 4,500 employees of which nearly 3,000
are special agents. While the division is
undergoing reorganization, it is becoming more

district directors who are scattered throughout the
U.S.
AVOID TAX-AUDITS. They are costly and

THE 3% TELEPHONE
EXCISE TAX that is
currently facing loud protests from many
lawmakers, is imposed under a 1898 law to help
provide funding for the Spanish-American war. It
was "originally designed as a luxury tax imposed
on the few fortunate enough to own telephones,"
the IRS says. Along with paying phone bills, a
record $5.2 billion of such excise tax was paid in
1999.
NOMINEES FOR IRS OVERSIGHT BOARD have
all been referred to the U.S. Senate by President
Clinton, since early this year. The board was
created two years ago after the President signed
a taxpayer-protection bill. But the Senate still
hasn't confirmed any of the nominees for
quarreling over unrelated issues!
AMID CONCERNS OVER SAFEGUARDING U.S.
nuclear security, someone suggests that the
nuclear secrets be rewritten in the style of the
federal income-tax law, so that "any enemy who
tried to read them would be driven insane."
TEENAGERS WILL BE INTRODUCED to the U.S.
tax system through a distribution of 78,000
CD-ROMs to high schools by the IRS and the
American Bar Association tax lawyers.
HEROIN IS CHEAP AND PLENTIFUL in the
Northwest USA. Overdoses in the Portland
Oregon area now kill nearly as many adult men
as heart disease or cancer.
